Luxembourg City

General Information

Luxembourg, also known as Luxembourg City, is the capital city of Luxembourg and the country's most populous commune. Standing at the confluence of the Alzette and Pétrusse rivers in southern Luxembourg, the city lies in the center of Western Europe, situated 213 km (132 mi) by road from Brussels and 209 km (130 mi) from Cologne. The city contains Luxembourg Castle, established by the Franks in the Early Middle Ages, around which a settlement developed.

Wes Streeting tipped for defense job under Andy Burnham
LONDON — Dan Jarvis is expected to be removed as defense secretary when incoming Prime Minister Andy Burnham chooses his top team on Monday — with former Labour leadership rival Wes Streeting under discussion as his replacement. Three people with close ties to the Ministry of Defence, granted anonymity to discuss sensitive matters, said they had been told to prepare for Jarvis’ exit as secretary of state. He has served just six weeks in the job. The former soldier was promoted after his predecessor, John Healey, quit in protest over what he deemed inadequate funding for the armed forces. Jarvis helped deliver the long-awaited Defence Investment Plan (DIP), which allocated extra money for the U.K.’s defenses after he took over at the MoD. But the plan remains reliant on the next government finding significant savings in order to deliver it. In a speech on becoming leader, Burnham said he had not yet chosen his Cabinet, and a government official — not one of the figures cited above — said incumbent ministers had not been given any indication either way over whether they would remain in post. However, if the new prime minister does opt to remove Jarvis, it would likely cause upset at the MoD after the recent change of leadership. One Labour MP with a background in security said it was “difficult to think of anyone better qualified” than Jarvis for the job, and that another major upheaval was “not in the interest of the military at all.” A second Labour MP connected to the sector said the move would not provide the “stability” needed at a crucial time. The same MPs said Streeting had been put forward as a potential successor to Jarvis, after he was previously linked to the job of foreign secretary. MPs on the “soft left” of the party have been lobbying against the former health secretary being handed a policy-heavy domestic brief. Streeting has made several interventions on defense spending since he resigned from Keir Starmer’s government, endorsing the idea of “war bonds” to raise money and arguing for the scrapping of outdated military programs. He has, however, never held a foreign-facing brief, and would face skepticism from those who believe the ministry should ideally be led by a veteran. A spokesperson for Burnham did not respond to a request for comment. Streeting’s team declined to comment.

Energieintensive Industrie unzufrieden mit ETS-Reform
BERLIN – Der Großteil der Industrie zeigt sich enttäuscht nach der Vorstellung der Änderungen am ETS. Nur die Deutsche Industrie- und Handelskammer (DIHK) lobt die Vorschläge größtenteils als Entlastung. „Teils sinnvolle Signale“, kommentiert Holger Lösch, stellvertretender Hauptgeschäftsführer des Bundesverbands der Deutschen Industrie (BDI). Die Vorschläge lieferten „aber weder ausreichende Voraussetzungen für Investitionen […], noch eine überzeugende Antwort auf die fortschreitende Deindustrialisierung“. „Die Pläne der EU-Kommission sind gefährliche Augenwischerei und riskieren, den Industrieumbau zu einem brutalen Industrieabbau zu machen“, sagte VCI-Hauptgeschäftsführer Wolfgang Große Entrup. Klimaschutz dürfe nicht zur Deindustrialisierung führen. Der ETS-Review bleibe „weit hinter den Erwartungen der energieintensiven Industrien zurück“, kommentiert Alexander von Reibnitz, Hauptgeschäftsführer der Papierindustrie, die Vorschläge der Europäischen Kommission. Es fehle eine verlässliche Perspektive für die Zeit bis 2040. Für die DIHK sind die Vorschläge hingegen „wichtige Weichen“. „Werden sie so umgesetzt, ermöglichen sie Industrie und Kraftwerken einen gangbaren Weg zu Emissionsminderung und stärken den Schutz vor Carbon-Leakage, also der Verlagerung von Emissionen ins Ausland“, sagte DIHK-Präsident Peter Adrian. Die wichtigsten Ergebnisse des ETS-Reviews hat die Kommission heute präsentiert. Dazu gehört, dass die freie Zuteilung nun bis 2038 verlängert werden soll. Zudem werden demnach bis 2030 mehr Zertifikate verschenkt als bisher. Die Kommission will kostenlose Zuteilungen für die Dekarbonisierung aber an Bedingungen knüpfen: 80 Prozent der EU-Mittel werden den Unternehmen gewährt, sobald diese einen Investitionsplan zur Dekarbonisierung vorlegen. Die restlichen 20 Prozent würden erst nach Umsetzung der Investitionen bereitgestellt werden. Rat und Parlament müssen noch zustimmen, bevor die Vorschläge gültig werden. Der „Investitionszwang“ sei „kontraproduktiv“, sagt Lösch vom BDI. Die Unternehmer und nicht der Staat müssten entscheiden, wo investiert wird, so Große Entrup vom VCI. „Die Politik hat Investitionen zu ermöglichen – nicht zu verordnen.“ Dass auch nach 2039 noch Zertifikate versteigert werden, ist für Adrian von der DIHK ein „überfälliger Schritt“. Der bisherige Reduktionspfad sei zu steil und das frühere Auslaufen „mit Blick auf das Klimaziel 2050 unangemessen“. Künftig sollen die Mitgliedstaaten 50 Prozent der Einnahmen in die Dekarbonisierung investieren. „Solange Stromnetze, Wasserstoffinfrastruktur sowie Transport- und Speicherlösungen für CO₂ nicht in ausreichendem Maße bereitstehen, können Unternehmen ihre Transformation nicht umsetzen“, sagte Adrian.
